Delete a portal

The portal stops answering and its customers can no longer sign in. The issues behind its requests are untouched: they belong to GitHub. The slug is not released, because a marker in a GitHub issue body still names it.

Access. Requires the admin role or above (admin, owner). Closing a portal ends every customer’s access to it at once. API-key scope: portals:write.
