Removes a file this customer uploaded, whether or not it is on a request yet. The bytes are deleted; a link to it in a comment on GitHub stops working and says so when opened. Nothing on GitHub is edited. A file uploaded by anybody else is a 404.

Access. Requires a signed-in customer of this portal. A customer deleting a file they uploaded. Nobody else’s file answers to this route at all.

Billing. Refused with 402 while the workspace’s billing has lapsed. Reads continue and nothing is deleted.
