Nothing is written to GitHub and the requester is not emailed: the hold queue is a spam control, and telling somebody they were treated as a possible spammer serves nobody. The request shows as Closed to the person who submitted it and to nobody else.

Access. Requires the member role or above (member, admin, owner). Rejecting a held request is the other half of reviewing the hold queue. API-key scope: requests:write.
